Tivat vs Dubrovnik Airport

Two airports, roughly equal driving time to Herceg Novi, very different logistics. A decision guide for first-time visitors

The short answer first

Herceg Novi sits almost exactly between two airports. Tivat Airport (TIV) is about 40 km east, entirely inside Montenegro. Dubrovnik Airport (DBV) is about 40 km west, in Croatia, with an international border crossing in between. Flight availability and fares usually decide. Logistics tend to favour Tivat for a Montenegro-only trip, and Dubrovnik for visitors already planning time in Croatia, or for those flying from northern and western European capitals where Dubrovnik is better served.

Flight availability

Tivat is a seasonal airport: its schedule expands dramatically from late May to early October with summer routes from the UK, Germany, the Nordics, Austria and Russia, and contracts sharply in winter, when only a handful of routes operate. Dubrovnik is a year-round airport with far more volume, a wider route map, and usually more competition on fares. If you are flying in winter, Dubrovnik almost always has more options. If you are flying in August, Tivat usually has enough direct routes to matter.

Driving time to Herceg Novi

From Tivat Airport to Herceg Novi is around 40 km by road. The standard route tracks around the inner Bay of Kotor through Kotor town, beautiful but slow in summer, roughly 50-60 minutes in light traffic and up to 90 in peak. A faster alternative uses the Kamenari–Lepetane ferry, which shortens the drive substantially, often to about 45 minutes door-to-door including the ferry wait.

From Dubrovnik Airport to Herceg Novi is around 40 km by road plus an international border crossing. In light traffic and with a short border queue the door-to-door time is about an hour. The border at Debeli Brijeg is the variable, queues of 15-60 minutes are common in summer, and peak Saturdays can stretch past two hours.

The border crossing factor

If you are landing at Dubrovnik you have to cross from Croatia into Montenegro. This is a normal Schengen / non-Schengen land crossing, passport control, sometimes a brief vehicle check, occasionally long queues. Rental cars must carry the correct documentation to leave Croatia; most Croatian rental agreements permit day trips to Montenegro but you should confirm before driving off the forecourt. If you plan to return the car in Croatia at the end of the trip, cross-border drops are usually available but carry a surcharge.

If you are landing at Tivat, no international border is involved within Montenegro. You simply drive.

Renting in Croatia vs renting in Montenegro

The rental market is one of the main reasons to look hard at this choice. Croatian rentals crossing into Montenegro usually carry a cross-border fee (often a flat surcharge), and some operators restrict the car classes permitted to cross at all. Montenegrin rentals can also be limited on cross-border use, but within Montenegro they are not. A common strategy for first-time visitors flying into Dubrovnik is to take a taxi or airport transfer across the border to Herceg Novi and pick up a Montenegrin rental on arrival, skipping the cross-border fees entirely. This adds one transfer leg but usually saves money on a trip longer than three or four days.

Late-night arrivals

Tivat's last scheduled flights typically land in the evening; a 22:00 or 23:00 arrival is not unusual. The drive from Tivat to Herceg Novi at that hour is easy, little traffic, the Kamenari ferry still running on reduced frequency. Dubrovnik also has late arrivals; a midnight border crossing is usually empty and quick, though not all rental desks at Dubrovnik are staffed through the night. If your flight is after 22:00, confirm rental desk hours.

Fare patterns

Fares into Dubrovnik tend to be more competitive year-round because of the higher volume and year-round schedule. Tivat fares spike in July and August and can be cheap in shoulder season. For some European cities (Vienna, Moscow, London-Luton, Manchester) Tivat has surprisingly direct summer options; for others (Paris, Dublin, many regional UK airports) Dubrovnik is the practical only choice. A flexible date search across both is almost always worth it.

Scenic considerations

The drive in is not a neutral factor. From Tivat via Kotor the drive around the inner bay is spectacular, a first taste of the Boka immediately on arrival. From Dubrovnik the drive takes the magistrala down past Cavtat, through the border and along the outer bay into Herceg Novi, less dramatic but with its own arrival reveal as the bay opens up. Both are good introductions to the region; Kotor's approach is usually the more-memorable one.

Which to pick, a short decision tree

  • Montenegro-only trip, summer dates: Tivat if direct fares are reasonable, Dubrovnik if they are not.
  • Montenegro-only trip, winter dates: Dubrovnik for reliable year-round schedules.
  • Combining with Dubrovnik itself or Croatia: Dubrovnik, obviously.
  • Late flight, want to be at the hotel by midnight: Tivat, no border variable.
  • Priority on cheap rental and no cross-border fees: Tivat, or Dubrovnik with a taxi transfer and a Montenegrin rental in Herceg Novi.

Practical tips

  • Check passport validity. Six months beyond trip end for non-EU travellers; applies for either route.
  • Ferry or Kotor, pick on the day. From Tivat, check live traffic before committing; summer afternoons often favour the ferry.
  • Green Card. Rental cars crossing borders need one, ask at pickup.
  • Currencies. Montenegro uses the euro; Croatia also uses the euro since 2023. Cash management is simpler than it used to be.
